eDrawings on Termal Server

I have a Windows 2003 Terminal Server with eDrawings 2006 SP50 installed. The program works fine as long as a logged in user opens eDrawings first to view any kind of assembly or dwg file. If a user tries to open a file from within PDMWeb or by directly clicking on a file they are presented with a MSI script wanting to install a portion of eDrawings again. Being that this is a Terminal Server users do not have admin priv letting the MSI Script Run making eDrawings stall.

I can not make a user an Administrator on the Terminal Server, be it a local or domain admin. That can not happen so with that portion covered is there any fix or way for a user to not get the prompt to run the MSI Script?
