First off, you need to attach the parts also - you only sent the assy. But opening it just to look offers a quick thought. Make the handle stem concentric to the hole in the cross-piece. Then make the edge of the hole of the cross-piece coincident to the bottom flat of the handle. And if that mate doesn't work, which it may not, then put in a distance mate from a plane in the handle to what should be the center plane of the cross-piece.
Or did I miss the untryable boat here? :-)
