Is this as simple as writing the proper link in the custom property field, or is it quite a bit more complex?

You can set/drive configuration properties with design table but not custom properties AFAIK. Just add the property with proper header in the design table and it'll update/add the desired property under configuration property tab.

What about the other way around?
My intent is to create one place to input redundant document information. Currently I need to add order information, part identification, descriptions, and other information in the part document properties, the drawing document properties and the design table. To ensure accuracy and time efficiency of all this information it would be great to control all of this information from one sheet or resource.
If configuration properties can work for you, you can use DT
You can use a macro that will pull the information from an excel table and update the custom properties. You may need to run the macro if there are changes in the excel file.
