Convert the curve into a sketch or generate a surface out of that curve and then you can offset as required.

A radius which is the same or smaller than the offset value, may be preventing the offset.
There is no such thing as an "offset" curve in 3D, only 2D. In 3D you just offset a surface. So convert your curve to a surface, and then offset that.
Why can't you "offset" a curve? Because that doesn't have any meaning. Do you want to translate the sketch in the Z direction?
There could easily be a feature that can offset a 3d curve given correct vector inputs. There just isn't one.
Sure there is, it is called "surface sweep". Use the profile as the "vector" and the exisiting curve as the "path". This will create an offset in the direction of the vector. Then just use "convert entities" on the new edge of the surface.
