I am anticipating either of the two problems here:
1) The DataBase 'ConisioMasterDB' should contain the name of the vault that is selected for SMTP settings in the table 'FileVaults' else the error, 'The server was not found will display'.
2) Make sure that the database server service is installed and of same version as the file vault database.

Did you ever get a resolution to this issue? I've ran into the same issue running Solidworks 2017. Tried multiple different LAN SMTP servers, (Microsoft, stunnel, email ready) All of the SMTP servers work with every other application except for Solidworks, I get the Server can not be found error. I can use telnet from the Solidworks server and the SMTP relay works, so it seems to only not work within Solidworks PDM.
Check your firewall and also reboot the DB server first.
