Please help patch some holes in a surface

So one of my clients asked me to do something with one of their panels and I can't get some penetrations in an offset surface to fill in properly.  There are 5 regions in the attached panel that need to be filled.  I can get three of them to fill relatively nicely (some little wiggles in the zebra stripes) but one juts outs into space randomly and one has bad ripples in the surface (and balloons out on one end).  Basically I need to make the offset surface into a smooth and continuous surface.  Can anyone help out with this?  Thanks in advance.  I'm new to surface work, so I'm sure it's something annoyingly simple.
