I seem to recall in earlier releases that you could access the vault projects through the open dialog box, now in SW 2011 on windows 7 I don't seem to see this option anymore. Did this get removed by SW or Windows?
It is something that was dropped sometime back around the time of Windows Vista. My VAR sent me a copy of the SPR. The reason it has not been added back in was that there was not a large demand for solving it. Now (Win 7) there is and it has been elevated to "critical". I hope that means it will be added back in soon!

I am running 2010 on XP and it is here. I can also access this when inserting parts into my assemblies as well.

If I had PDM at home I could varify this for you, but I don't. Have windows 7.

Was this ever fixed? Our company is currently stuck at SW 2010 SP4 but I'm curious if they ever solved this issue.
I'm on SWorks 2011, SP 3 and it does not appear to have improved.
2012 has a Browse Vault button that should replace the one you are used to using.
Are you talking about the "Browse To" option, or is there something else I am missing, I don't see a Browse Vault button?
It is mentioned at the bottom of page 145 in the What's New SolidWorks 2012 Beta pdf file.. That is all I want to comment on it since we are still under NDA.
