I drew a line between two centers of projected circles.
Although, in the property manager, the endpoint has no relations, as you can see, I can not move the endpoint of the line.
You have the line selected, not the end point. The line has no relations, but the end point of the line does. It is coincident with the center point of the circle.
Now I selected the point, as you can see, but no relations either.

You're right, there are no relations, but if you look directly under the relations box it says "fully defined". That's why you can't move it. The simplest fix might be to delete that line and sketch a new one, making sure there are no automatic relations added as you sketch.
Taking a guess here - the endpoint of the line and the center of the circle are merged. No relationship will show up because the sketcher only treats this as a single point (as in when two lines are connected together) which is fully defined by the circle.
There is a way to detach the line if you check on Tools -> Sketch Settings -> Detach Segment on Drag you'll be able to drag the line and move the endpoint.
That might be correct, but even detach segments doesn't help.
Could you change this Non-Construction line and check ? If you simply want to extend the length of the construction line, Just enter the property manager, I believe this line other end also connected to some sketch.
And by any chance is this an incontext part ?

Keep in mind that when you choose Detach Segment on Drag you have to drag the line, not just the endpoint.
If that doesn't work it may be something else, hard to say without more information.
