An unnamed toolbar has appeared in my workspace. I have removed all other toolbars but this one will not budge. I can't even move it. Any suggestions?

That looks like the "Assembly" toolbar to me.
Yeah. It looks like it, but it isn't. When I open the customize menu, and select the toolbars tab, ALL of the boxes are unchecked.
Perhaps it's the "Command Manager" then. Uncheck that.
I would assume you might be a little frustrated by now? The all caps "ALL" would be a hint there. But, would you double check that the menu is scrolled all the way up (mine overlaps the top and bottom of my screen) so that the two options above the toolbar list are shown and verify that the "Command Manager" is unchecked. If not then I'm out of ideas.
Try undocking it by double-clicking it or dragging the handle. When its floating it should show the name of the toolbar.
One of the problems is that the toolbar will not even move. I can hover over any of the icons and get their descriptions, but when I try to click on the handle it doesn't show the move icon (nor does it move).
If no one else in your department is having this issue. Try saving ther reg settings.

a clean start to change to the way you want.
Scott's suggestion should get you around the issue if you can get a set of registry values from another user in your group. My best guess is that something got messed up in your HKEY_CURRENT_USER section for SolidWorks. Is this a new install or a recent upgrade of SolidWorks? Have you restarted the SW application and/or resized the application window to see if it then allows you to turn off the toolbar or undock it?
One last test would be to unload all your addins using the Tools-Addins menu item and then restart SolidWorks.
Probably too late for Priscilla, but might help someone else with this pesky toolbar.
I ended up in the exact same situation last night. It turns out the S-key is the way to bring on/off this toolbar. It is special beast called "Shortcut bar" that cannot be moved and normally goes away on its own, but once you manage to dock it in the toolbar area you are stuck. I actually could not figure out how I managed to get it docked to begin with.
The important part is, to get rid of it and reclaim a full row of toolbar real estate, press the S-key.
