Help With "Skin" Surfacing a Weldment

Hello,

 

I am working on the FSAE aerodynamic team at my university. In order to design and test our aerodynamic package, we want to "skin" the surface of the frame weldement with a surface, and then fill it in as a solid. This would make testing with flowizard much simpler later on. Any advice on how to approach this? The tubes are not selectable in the 3d loft option. I have already tried sketching outlines at various bulkheads and junctions and then lofting surfaces, but with unsatisfactory results. I have attached a picture of the weldment. Ideally, I would like to select 3 to 4 elements that connect and then create some sort of flat or hyperbolic surface betweent them, followed by stiching them together and then creating a solid.
