I am designing in sheet metal and I have attached the actual part i'm making. It's quite a simple part (a side plate for a pulley) but I can't get SW to make the jog on a sheet metal part that already has forming. If I supress the forming, the jog works fine. If I supress the jog, the forming works fine. Am I doig this wrong? These are simple features, on a simple part with a common manufacturing process. I'm not sure why it's not working...

No, you can't do what you want in SolidWorks Sheet Metal. This would require complex metal deformation in mutliple directon with compression and stretching of material.
SolidWorks can't do a form within a form.
SolidWorks can only do simple bends and wipes such that you would do with a brake press.
You will need to use different (non-sheet metal) techniques to model your part.
