We are using SW2010 SP4

I have noticed this behavior for a long time, but am editing several drawings and it has migrated from "quirky" to "major anoyance" in my concience.

In some cases if a note arrow is attached to a point or a very small line segment I cannot drag and move it to a new location without the whole drawing view being dragged on the page. I have not entirely worked out when and why it behaves this way.

The procedure I am following is to select the note to highlight it. Click and drag the grab handle that appears on the arrow to the new location. If the arrow is attached to a "big" entity, no problems. If it is attached to a very small entity - point, arc of a radiused corner, etc - the whole view gets moved when I drag to the new location. Click UNDO, drum fingers on desktop while waiting for large model to unthink, try again.

I have noticed that if I hover the mouse over the grab handle on arrows the move as expected the mouse pointer shows a small green square. If I hover the mouse over the grab handle on arrows that are problematic, the mouse pointer displays the small green square with a horizontal line through it (like a routing connection point icon) along with the blue four-arrowed drag icon you get when you hover over a drawing view border.

The work around seems to be to zoom in - WAY IN - and then you can grab in many cases.

I have noticed this over several past versions of the software as well.

Anyone have a work around, a special key combination to override, a system settings check? Anyone else seeing this behavior or am I just special?
