solidworks education edition v2009 SP2.1

when we try to borrow a license, it lets me have a premium license but actually running solid works produces the error

could not obtain a license for solidworks standard

Server node is down or not responding

(-96,7,11004)

If I try and borrow a standard license it says

"you currently already have "solidworks standard" checked out. you must check it in before attempting to borrow it"

Under license usage we 58/60 standard licenses are free and 60/60 premium licenses are free.

not sure what to do now.
