I want to ADD a custom property file. How???
This file location is looking for the files that are saved through the Property Tab Builder.
The button looks like this on your command manager.
If you go to your Start>All Programs>Solidworks>Solidworks Tools>Property Tab Builder using this tool will create .prtprp (part) .prpasm (assy)
Here are a couple of links that will instruct you on how to create these files and setup your properties in the tab
builder. The how to is a little detailed, yet not that diffucult, but too much info to pack into a thread.

If I understand your question correctly, the file location maps to a text file that contains a list of custom properties. Our file is named "properties.txt". I can't recall if that is the SW standard name or if I created that.
You can create the list with a text editor like notepad. Or you can have SW build it for you. With a part / assembly / drawing file open launch your file properties dialog (File:Properties). On the Custom Tab you will see and "Edit List" button in the upper RH corner. This will allow you to edit the list.
Very useful for helping create consistent property names. When you want to add a custom property, the items in the drop down list are populated from this text file.
We go one step further and create all the custom properties we want and save those as part of our templates. Then a new file just needs to have the properties edited. A great use for the property tab builder.
