Any workflow you create is active, all created workflows are active. You must set conditions for files that enter in one wf. In admin aplication select a workflow and from contextual menu select Properties. Now you can define conditions for files to enter in that wf on first checkin.
Once created the workflow is active, you just need to set conditions for which files enter it (as mentioned above), and dont forget to add users/groups with access to the workflow. i tend to make this mistake alot
