Add Configuration selection missing from menu

I cannot see "Add Configuration" in the menu in the graphic.

Did I misinterpret the instruction to RC on the top level icon?

Click on Customize Menu option and select the missing command.

Better yet, right click on any toolbar, select Customize > Options and select both Show All buttons.
