The SP4 mistery - do you wait for SP4 in every major release?

Is it just me, or is there a deliberate programme of service pack releases? It seems to me that in EVERY major release of SolidWorks, SP0 through SP3 are buggy and then things settle down by SP4. Service packs never seem to go beyond SP4, instead they go to another major release and a buggy SP0! Anecotally, I have seen mutterings in the forums, over the years, suggesting that some people deliberately wait for SP4 each year, before upgrading. Do you think I am right? Could I reliably adopt a policy of waiting for SP4 each year? As I have mentioned in previous discussions, I waste a fair amount of time chasing bugs from one service pack to the next, in a continual upgrade cycle.

  If I am right, shouldn't service packs 0-3 be tested as part of the beta release programme? Perhaps this is just SolidWorks way of beating the competition's release dates - cooking the books in a software kind of way.
