In Solidworks they call it top down modeling. You start out with an assy and model your parts in assembly mode.
I remember in Pro-E the skeleton I used to use was created and used as a template.
You can create an assembly template file with all of your planes and axis set and named as you need
and use that as your start assembly.
I think this is what you are thinking of.
