Restrict reference locations

An assembly file references all its part files.  How can I restrict references to some file locations?

Specifically, I only want assembly files to be able to reference a part file in its own folder, a subfolder, or somewhere on the L: drive.  Not anywhere else.  How can I do this?

This would fix a lot of our broken reference problems, and people accidentally changing files that they don't mean to.  I imagine most of you know what I'm talking about... if not I can explain.

We don't have document management software yet and I know that is the "right" way to go.  Unfortunately it isn't an option at this time...
