i made a cart that is a weldment, everything was ok the balloons matched up and then i had to go back and chagne a few dimensions. now it seems that the changes i made to certain parts are all now having the same ballon number. why?

I've seen some assembly (and weldment) drawings point to the wrong items at times, and what I believe was happening, and you hit on that in your first post, is that when you go back and change the assembly or weldment, the place where the balloon leader was pointing to the item gets hidden in the view, and the arrow may actually be pointing to a component that is no longer visible. When you grab the balloon pointer and drag it around, it will only find the "top" item in the view, so it updates correctly, but until you move it, it still thinks it is attached to the thing that is hidden in the view because of the change. Let us know if this is possibly your cause, too.
ok well i deleted my cutlist table and deleted all the baloons closed it out reopened and reinserted teh table and balloons sorry about the mispelling still early and it seems to work but i noticed some wierd stuff it it has an arrow it gives wrong number, if it has a dot on part it will give correct number hmmm, either the force higher to be are playing games or solidworks is bugging me out.
