Yes. In the SolidWorks help (online), search for Hole Wizard custom. This should bring up links to articles that describe how to make custom Hole Wizard databases which you can edit.
On the flip side of this conversation, I'm guessing you need to change the drill sizes for drawing callouts? The better solution is to not callout drill sizes on tapped holes at all. Here is an article that covers the reasons for this recommendation: Drill and Tap; and calloutformat.txt (Part 1).

Thanks for the quick reply! I actually have read through both of those, I don't want to make a custom size, or make a favorite. I do agree calling out a drill size is unnessesary.
Maybe some more background info will explain the situation better.
We want to change the default drill size for M6 tapped holes from .197in to .201in. EVERY M6 tapped hole in EVERY part, so i would like to just be able to open up the drawing and have it update itself, instead of opening up every part and changing the hole to a custom hole.
I don't think that will be easy. I don't beleive the SW tools will let you change any of the supplied standards, only copy them to standards that you can edit. But you may be able to directly edit the access DB that it uses. I know nothing of access, so I can't tel you how, but I would definately recommend making a back-up first.
