The original cust. model had 1 faulty face that healed at import. I tried exporting as _xb, then using that model.
Same results but no import error. I can re-model it f/ the print, but would like to know how to recognize the error and fix it.
The flat pattern is not correct to make the part so that is a big issue.
I did a delete face on the inside and outside fillets of the last bend. Re-filleted and that did the trick.
Ok now why? Blame it on file conversion?

Were you can see that line the faces are not tangent and there is a differance in material thickness which SW will not let you convert to sheetmetal.

There is a slight difference in you plate thickness. See attached PDF
SolidWorks cannot unfold different thickness plate.
