Does anyone know how I could make this ring out of sheet steel or flatten it as a extruded part so I can give our programmer a flat layout to laser?
Currently we have to figure it out using a 2D software.

SW Sheetmetal will not flatten this part you wolud have to look at 3rd party software such as Blankworks/Logopress
We only do 1 or 2 of these a year so it wouldn't really pay.
Any other suggestions?
If its only 1 or 2 a year I would stick to working it out manually.
Have you looked to see if there is a pattern in the blanks you develop out manually?
Once you have the flat dev worked out you could draw that up in SW and use that as the start template for future designs.
That may be our next option.

Using Flex will give you a part which looks like what is required but how close is the flat development?
As far as I can see the flat devlopment can only be made from the part before the flex.
This flex part is in SW2009.

Can this be made into a flat after the flex because I would need to add the required fan guard holes after the flex and then flatten?

That way I can make the shroud ring then assembly it to the shroud and do a sketch offset of the fan guard holes?
no, everything that is done in the flat can be folded and the flexed, if you put holes in after flex the will not stay when you flatten.
Flat, form and flex thats how I have done it so things work.
