I think he is talking about the pop-up you get if you are using Instant 3D. Instant 3D is on by default after a SolidWorks install. It is among the first things I turn off on a new install of SolidWorks.
The line icon that I am pointing to will bring up a dialog box that will let you enter and angle flashes on the
screen but does not let me enter information.
The angle that you see is for your reference only while you are sketching. If you want to add any value, you need to use the dimension tool/icon.
As you are a new user with SolidWorks, I'll suggest you to go through the online tutorials available under help menu.
I think I figured out what you are talking about. I have that feature toggled off in system options.

The key is not to make the second mouse click when creating your entity when On Screen Numeric Input is toggled on. Immediately type in a dimension. The dimension box has focus and is waiting for input.
