There is not a common standard to transfer annotations.
There may not be a common standard, but is there any format that transfer's the annotations? It seems really crazy to me that translation packages only translate the surface geometry or "sketch" information and nothing else.
search help for 3D Annotations or DimXpert.
if you use 3D Annotations or DimXpert they will transfer per ASME Y14.41.
the system that imports your file must support the standard as well.
EDIT: I did some research on this and it appears, while the tools exist, there are no means to transfer the information. What's required is STEP 203 E2. SolidWorks and other CAD systems only support the vanilla STEP 203. AFAIK only Catia has E2 support.

Thanks for doing the research. It has taken me some time to get back to you because the project was put on hold. Now I'm back. I still need to figure out a way to export the Annotations. I am thinking that even if I can export them in an XML file that would be great. Is there any way to get the Annotations into a textual format? How do you currently transfer models with annotations to another CAD format or Neutral type file?
The next thing I would need to do is get the surface that the annotation is associated too. This might intail a surfaceID of some sort and then the Annotation ID.
If anyone has any insight into this please let me know.
