I’m working on a small assembly and wanted to add some reference geometry to the first part but at the assembly level. I can’t seem to roll back the assembly by grabbing the bar at the bottom of the feature manager and dragging it up. Is this not possible in assembly mode?

Rollback is for parts. Think about it this way - rolling back is a way to put yourself before history based items. Parts in an assy are not history based - they are all just there.
So, I think what you want, based on what you stated, is to edit the part in the assy and generate the geometry in that part in the context of the assy.

You cannot "roll-back" in an assy. If you want to create a reference sketch, use only the top level reference planes. The ref' sketch will be placed at the bottom of the tree if any part geometry is referenced in it's creation.
Another way to use the ref sketch is to create it inside of a part. The part can then be inserted into the assy and individual parts for direct referencing.
Well then how do you roll back a part that is in an assembly.

You open the part outside of the assembly.
You can edit the part within the assy, and then either drag the rollback bar, or click a feature and select the Rollback icon.
Usually I hide everything after a certain point, add whatever it is, then if possible reorder it in the tree where I wanted it.
I dont think this is possible. Though try adding in the reference items you want and moving them in the tree to the postition you want them in. This is how i get around it.
