Configure Toolbox - Settings Don't Update

I'm using SolidWorks 2010 SP2 in Windows 7.  Toolbox Settings are in C:\SolidWorks Data\

 

I am new to Toolbox settings and attempting to edit my Toolbox configuration to change which standards are selected.  I have tried the following with or without SolidWorks running.

 

Tools>Options>System Options>Hole Wizard/Toolbox>Configure (or "Toolbox Settings" from the Start Menu under SolidWorks 2010)

 

In the Toolbox Settings, I unchecked several standards that I no longer wish to keep, and they appear grayed out.  I clicked Save, and the Save button grayed out.  I closed Toolbox Settings, opened SolidWorks, and accessed Toolbox from the Right Pane only to discover that the standards I unchecked are still available.  Re-opening Toolbox Settings, I find none of my changes have taken place.

 

Why didn't it maintain my changes to the Toolbox Settings?
