does anyone know of a way to access the part or assy custom properties from within a drawing?
this would eliminate the window flipping to edit the custom properties that are displayed in the drawing sheet.

Are you refering to the "Link To Property" option when you edit text?
It allows you to make the text display the value from almost any property (custom or system) from a part or assembly.
I think that was added in SW2009.
I don't know of a direct way other than the title block method already mentioned.
We use a macro to fill out custom properties. Our customized macro has a UserForm that is laid out similar to our title block. Common values for each property are read from a database and put in dropdown boxes for easy entry. The macro also checks the user's login name and reads current job information from the same database to automatically fill out the details of the user's current project.
I guess that's a lot of background to say this: the macro edits the properties of the part or assembly while you are still in the drawing.
