I seem to be missing something very very simple, can somebody please look at my attached assembly and explain why I am able to Tangentially mate my drive wheels in one plane but it comes up with a rebuild error in the normal plane??
there are no restricting mates, and i am doing exactly as i am when it works.
Somebody please help!!

The last two roller assys do not have the tangential mates like the others. Try rotating the roller assys in the top level assy, and see what happens.
It appears that David is trying to control the inner tubes position via the roller assys, such that the inner tubes axes can be deliberately misaligned from the outer tube axis.
There are 2 things that you can do:
1. Get rid of the width mates on the side rollers. Because your rollers have the exact crown of the pipe ID, there is only one solution to the vertical position of them.
2. Make the roller's crown diameter a bit smaller then the pipe ID. This allows the roller to drift vertically while remaining tangent.
Here's some tips: Relate your sketches to the origin and symmetric to the planes as much as possible. Sweep the pipe profile on a bent path, rather than rotating and mirroring. Always try to get fully defined sketches. They won't have the (-) next to the sketch name in the tree. Sorry but these are the worst sketches I have ever seen! I cleaned up the arm a bit. Try to make yours look like the "after" pic:
