I am baffled again.

in one drawing, I can dimension from an edge to a quadrant of a circle I created within the drawing. (to show depth)

in a very similar drawing, I can't select the created circle. but why only this drawing. I can't make sense of it.

see attached. I've highlight the dimension in the perfect.jpg,. the highlighting in the 2nd picture indicates where i want to dimension from to the quadrant of the inactive circle.

I have solved this solution before, by actually creating a gage ball and mating it with the part in a assembly drawing, then I can select the circle.

but today I felt lazy, and just tried to see if a drawn circle would work. and it did, i was like WhaT THE?

so i tried on another drawing, and like before, it would not pick up the quadrant. I was holding shift while selecting the circle.

what am I missing?
