I may have found the solution for this problem, but I need a bit of assistance in getting it to work.
In the dimension properties, there is a "Read Only" check box that is currently checked but also greyed out to where I cannot toggle it. If I look back at SW 2009 on my other PC, this option is off and able to be toggeled. Now with the 2010 upgrade it seems I cannot change this and it is on by default.
In the dimension properties, "Other" tab, how do I get the "Read Only" option off by default or even able to be toggled? I've searched the knowledge base but didn't find any relavant information.
Can you post an example SW part and drawing file in SW2009 that shows the issue you are referring to for us to look at?
Edit: I went and read the SPR and re-created the problem on my computer. I do not see a way to get rid of the diameter symbol. Looks like SW2010 has regressed to an even worse situation then what was occuring in the SPR in SW2009.

The only workaround I can think of is to place a Split Line on the cylinder. The Ø symbol is not applied across the split lines.
The Read Only option is applied to all dimensions which are manually placed in a drawing view, and to dimensions which are marked as Read Only or Driven in the feature sketch.
Edit: Another workaround is to create a config of the same size and use both configs it in the drawing. The Ø symbol is not applied across the configs.
I would report this as a bug to your VAR for a SR in order to start the process to return the functionality.
