In the attached assembley what would be the best way to mate the curved surfaces together? The links hang down, and I would like to mate them so they stay tangent rather than using a distance mate like I did. (that way I don't have to go change the dimension if I change the diameters)

Model a couple features differently in the Link09 and the Loadcell09 parts. See attached.
Use the underlying sketches to link to. I added a couple points to your sketches and linked to them. I am sure there are a number of other ways to accomplish what you need. It all depends on how you create your features to be able to take advantage of them downstream in the design process.
Many times you need to set up your models with a bigger picture in mind on how to use the features and underlying sketches further down the design process tree. Be it for mating or a myriad of other possible uses for the features and sketches.

From a Windows folder, select all files and then RMB > Send to > Compressed (zipped) Folder
-or-
after creating a single zipped file, drag and drop others onto it.

I had no idea what (if any) movement you were trying to achieve, so just for fun, I guessed.
