You can do it by hand...it isn't too painful if you know you way around the SQL database.
SW has a little tool that if you can't get it, maybe your VAR can....in the knowledgebase, check out the solution id: S-017826
For this purpose u have to make replica for the vault.
For creating replica u need the database backup. Just import this backup in SQL Database, delete the entry regarding add ins and replication(if present)
And now this new vault behave like the older one with the same settings.
For get the working environment u have to put all the archive data files(from 0 to F) in their specific place.
To follow up on what Ajay said, you need to use the Adminstration Tool to create the new vault. Restore the database backup to replace the database created by the Admin Tool. You will then find the PDM file folders (0-F) on your archive sever. Copy the files and folders from the production archive and replace the newly created folders.
