I have a user that is using eDrawings 2009 and when he rotates an assemly model the file breaks apart/disappears and then once it has stopped spinning the model is whole again. Is this a configuration for speed purposes or a real problem?

This behavior is by design. For large assemblies which the graphics cannnot keep up with, eDrawings drops off smaller components in the view so that the frame rate is maintained and the rotate performance remains as interactive as possible.
To make sure you are getting the best performance out of eDrawings, update your drivers and set eDrawings graphics card settings to best performance.

Tools > Options > Graphics Boost is the only one I know of in eDrawings. Set it to 'Best Performance' and see if the issue goes away.
