All files have configurations create with Design Table but in some i don´t edit and don´t show Design Table icon !
It looks like you have a problem with Excel. If you check the task manager, you may find an instance of excel.exe running with no windows open. End this task and try opening a design table.
I have also had some strange behavior with Excel 2007 and SW 2009. Apparently, that's not supported.
1.- Save a copy of your design table as an external Excel file.
2.- Delete the Design Table.
3.- Create a configuration named "default" and select it.
4.- Delete all configurations
5.- Save and close the file.
6.- Open the file.
7.- Create a new desing table (from file) using the file containing the copy of the design table you saved on 1
8.- Check, "Changes on Model do not change Design table.
9.- Close the table, all the configurations on the design table will be crated.
10.- Select one of the Design Table driven configurations and delete the configuration named "default"
If you are working in-context of an assembly, you will need to do the configuration selections on the assembly level, if not you will not be able to delete the configuration selected at the assembly level.

But I simply deleted the design table and insert another in the same file.
