Am I right that we cannot insert decals and light sources in PV360, unlike we could in PW?

Sorry I wasn't as clear as I could have been. Take a look at this. The light material is listed in your materials dialog box. If you drag and drop the material onto a face, your light material will be applied to that face. You can control the amount of luminosity by selecting on the face and changing the value at the bottom of your materials dialog (advanced tab).
The ability to use Decals in PV360 was added in SP4.
As far as lighting goes - as Rob says you can "cheat" and put in some objects into your scene and apply the light material to them.
I find that this really helps your renders. Another trick is to use faces of your geometry that are not seen by the camera and light them.

By "light" appearances, do you mean using a lighter shade of colour? Like light grey instead of a darker grey? As in the wire example you showed?
How about a light bulb? I find only the LED option has some sort of lighting effect, but not as realistic as PW.

However, I cannot find the luminous option that was seen in your attached picture. All I see is this.
I can choose the colour but cannot apply it, as the area below is empty. Compare my sreenshot with yours. What is wrong? Is it a version problem?
