If you want a custom tool making that can iterate over an Excel, CSV or text file etc.. and automatically create part files from them drop me an email and I can create you a program for very little cost.
Another Option would be to use Items in Enterprise. They will show on the Enterprise BOM, which I think can then be shown on the SW drawing.
Then, you don't end up with a bunch of empty parts.
That's exactly what a Virtual document is. It is not an actual file, just information in the database. However, you should create them using the API not writing directly to the database.
