Out of context mates

Why are there no out of context mates?  I don't understand why after all these years they don't allow you to generate such an incredibly powerfull feature. Is there a reason why such a feature can't be implemented?  An example of such an option would be if I have a sub-assembly of a sub-assembly and I'm trying to locate a part that resides in the lowest sub-assembly in reference to a part in the top assembly.  I think it's silly that you have to edit the sub assembly and create a in-context reference plane, axis or point in order locate a part in reference to an assembly higher in hierarchy.
