I emailed my VAR, and was told that this issue is a current limitation with EPDM. There is apparently a request in to fix it. So for now, the metric unit system is the only unit system as far as the EPDM preview tab is concerned.
How can this possibly be the "correct" answer? All documents and templates are set to inches. EPDM Preview pane still shows metric units.

I am currently having this same problem...almost 3 years later. Does anyone know if this issue has been resolved?
4 years later and this issue is still active. We are on SWX/EPDM 2013. Has this been fixed in 2014? When I open a part using eDrawings (from the Start Menu), the units are in inches. When I use the Preview tab or click "View" in EPDM, the units are in metric.
2014, still stuck with metric. Stupid Jimmy Carter.

I went digging with regedit to see if there was a setting in HKCU\Software\eDrawings. Nothing for units, but luckily there is one for Music! </sarcasm>
We upgraded to EPDM 2014 a couple of weeks ago and this issue still exist!!
The only "workaround" is to use the View button, which opens up eDrawings, then you can change the units in the measure tool to inches (which you have to do each time)
this is still an issue with sw2014 sp3 and epdm 2014 sp3 however it isnt an issue when previewing auto cad files for some reason. i wish they would fix this as this is very handy when you just need to check a dimension and you dont want to take the time to open the entire file. or your production staff needs to double check a reference dimension or take a measurement on the fly when engineeing isnt available.
Still and issue it 2016 SP3.
Huh, I made a change to a part and saved which in turn converts the file to 2016. Now it measures in inches in the viewer.
Thanks Bill for this suggestion. Updating it also corrected the units for me. Bill's reply should be the CORRECT answer!
