I agree with you - it is intuitive to attempt to mirror sheet metal features about a plane.
However, I suspect the math behind the operation is streamlined by requiring us to use a face on the body. Kudo's to the Product Developers for focusing on performance; minor razz for scuffing the ease of use.
The ability to mirror sheet metal features about a plane (in addition to mirroring about a face) would make a great topic for an Enhancement Request. I recommend that you submit it (or at least second it if it has already been submitted).
I think I understand why this is the way it is.
If the mirror plane is too far away from the features to be mirrored it would create a multi-body, thereby causing the sheet-metal feature to instantly fail.
