You can't... Workgoup doesnt consider a config as a different part since they all really have the same part name. Same goes for revisions- All configs will always have the same rev. You'll have to move your props to the custom tab, and save as different parts to track them in pdmw. You might be able to insert the original part as a "base part" so geometry changes will go to all the derived parts, and then make custom props in each of them.
The thing is I'm not using different configurations. This is just where solidworks forces the custom property tab to go. Let me go through the steps of what I'm trying to do.
We have custom information that I want all engineers to enter when they build a part. One of the fields is a "material code" that has 9 distinct options. In talking with my VAR, 2009 has the option for you to create a dropdown list with the options of your choosing (I was using 2008 and have since upgraded to 2009). I open up solidworks and then proceed to create a property tab using the Property Tab Builder. In it I create a dropdown list and fill it in with the 9 options, give it a name and save it. I then create a part and use the drop down to select a value.
I then go to File -> Properties and it would appear that the data that was entered using the drop down fills in information into the "Configuration Specific" tab. Is there a way so that the tab I make using the Property Tab Builder fills in the "Custom" tab?

On the Property Tab Builder, you have the option of the property being on the "Custom Tab" or "Configuration Specific Tab". This is achieved by selecting the left icon where it says "Configuration" when you highlight/activate a textbox/list/number... You will find this in the right hand panel of the Property Tab Builder at the bottom. For some reason it defaults to "Config Specific".
