I am trying to draw a coupling but am stuck on making the cutouts on the top. I have attached a couple of photos . Any help would help as i am not sure what to do next.

Is this an eDrawings issue (posted under that category)?
From the looks of those surfaces, you'll want to Sweep a Solid to create those forms. I'd do it once, then pattern it four times around the center with a Circular Pattern. It appears to me this is something holding a rod with one or two through-posts going through the rod. The Solid of the Sweep would (if it works) create a good fit for such an application.
