Did you set the scale in the drawing template file (.drwdot)? This is going to be the one that controls the scale of the sheet when you create the new drawing.
Alex - yes I did, and to my surprize it does not have the effect you describe (which is what I thought it would do.)
I even made an entirely new .drwdot file, to be sure it was coming from the correct template directory and so forth, and still get the same pattern of behavoir.
This only seems to happen with "make drawing from file" - if I open a drawing independently and then import the file views manually, I do not see this.

Yes, thank you, that works. Also, the help text says it wants to fit some standard view in "regardless of size" - and it may "produce odd scaling" - yup....

(And yes, I scanned the options looking for such a thing, but obviously missed it....)
As you can see, I have that option selected, but in 12 years of using SW I don't think I've ever kept the initial scale that SW sets.
De-select this option.
