I have a 5 deg taper round hole that is 3" deep and I need to add 8 grooves around .125 wide and everything should have a .015 thick shell also. I can not get it to cut out. Just wondering what I am possibly doing wrong. Thank you.
without seeing a sketch of what you're trying to do I can only guess a little.
first option would be to remove the taper from the hole. then add your grooves. then add the taper back to the hole and your grooves with the draft command
second option would be to create lofted cuts that follow the taper of the hole
i didn't shell it because I was unclear where the shell was but this was done by creating the hole, adding the slots, and then drafting the features accordingly. i wasn't sure what the draft was on your slots. in these images the draft on the slots is 5 degrees to match the hole.

You mean something like this? See SW 2018 SP5 part attached.
Kind of sounds like a homework assignment. You haven't shown much to prove initiative. Can you explain what do you have so far?
