First guess would be that you need to link that view to the BOM in the View Properties. Maybe.
I checked that. Both views are linked to the BOM. The view with all the working balloons also displays an asterisk when trying to balloon the two problematic components.
Look at the component properties within the assembly and make sure that "Exclude from BOM" in the bottom right corner is not checked. This also sometimes happens if you have a view of the assembly that is showing a different configuration than the one that the BOM is referencing.
I get that all the time and shutting down my system and restarting usually resolves the issue.
Sorry it's not the answer I'm sure you were searching for but I have replaced BOM's, checked every setting under the sun and 99 out of 100 times it fixes itself after a restart … Go figure
