Why are you doing this sketch as a 3DSketch?
Isn't that geometry actually 2D?
What do you observe if you attempt to drag the arc?

Although I agree with J. Mather in that, if you don't need a 3D sketch it is best not to use one.
...also,.. (if you prefer to use a 3DSketch)... check that the Arc is on the Plane..(image)
