Hi all,
I'm trying to sketch a line starting from a certain point on the perimeter of a circle. However, when I click to do so, the first endpoint of the line jumps to a seemingly random point in the circle. I've tried several times, but this is happening pretty consistently.
Any help is appreciated!

Check your snap settings, you can always just draw a line and drag the endpoint where you want it and angle the line to your choice.
Depending on how you drag your mouse before the 2nd click on the line, it could be trying to make the line tangent to the circle.
If you create the line and 1st click is on the perimeter of the circle and then you drag your mouse perpendicular to the radius of the circle, then it will snap tangent. However, if you drag parallel to the radius of the circle, it will snap a coincident relation.
Here is specifically what I meant:
If I start the line command and click on the red dot and then drag my mouse along the arrow direction, then the line will snap to tangency to the circle.
However, if I do it this way instead:
Then it will snap to coincident only
If all else fails try placing the line off the circle, then apply the coincident relation with it's end point and the circle.
Check snap, auto relation.
Since you know where that point will be, dimension it.
Maybe easier to start at center first.
Draw a line that cross the circle then trim it.
Or just add a point on the circle first.

The opposite, extend, helps in some situation also.
it's snapping to a tangent.
others have described how to override the auto snap, personally, I just start my line off the circle or arc and manually add my coincident relationship after the fact. it accomplishes the same thing, probably takes as many mouse clicks, and it's just the way I learned many years ago so it's stuck with me.
