Can I use different dimension 'Styles' on different sheets of the same drawing?
e.g. Sheet 1 will be our standard company style. Sheet 2 will be for external use where text size and decimal precision will be different, maybe different arrowheads etc.?

You could have the same Drawing Template/Format Layout, but two different files entirely, the only way..
The ultimate answer (I believe) is no.
As soon as you change the look of a dimension in the document properties, it updates all the dimensions.
As far as I know your best option will probably be to set Styles for dimensions and notes that you want to differ from the Document Properties. I have several of each saved in my Drawing templates, and it works pretty well.
I would like to qualify this by saying that I think Styles will work for all the variables you mentioned, but I haven't tried all of them. None of mine change font, but the Notes do change Layers and text size. The dimensions mostly override the Units, but a couple add text.

However, with this method, things that are only controlled in the document properties, you will not be able to change on a dimension by dimension basis. Only globally.
Every time I have participated in the Top Ten, I have put this in as a requested change. To be able to modify every aspect of a dimension. Some things are impossible to change (or require some sort of workaround).
What's the use case for having different styles internal vs. external? Why not have one format suitable for everyone that's going to be reading the drawing?
