We use a blank part (nothing modeled) but all the information is there.
When you add the part to an assembly, all the correct info is shown in the BOM.

Good point. And using an IF statement as a condition in a new BOM column along with a custom property in your part, you can get the Quantity column to show something like "*" instead of a number, if needed.

Hmm.....pretty sure it is.
You can use the blank part file idea if you just need to populate a BOM. Otherwise you'll have to actually model it.

I assumed he meant it wasn't available in the Assembly environment, since he said ". . . without modeling the wire as a part?" The answer is no, it isn't available as an Assembly feature in SW2020, or in any other version.

Kidding aside, if they aren't using Routing already, is this really a good reason to learn how to use it? Additionally, it's only available in Premium, which most people don't have.
We do have 1 seat of Premium and years ago I looked at it for our piping runs, but found for our needs Weldments seemed to provide everything we need. And at the time Routing had some major bugs. I'm sure they've worked some of those out, and if you are doing conduit or piping as a major part of your job, it may be a good tool. But for us, it didn't/doesn't seem to warrant learning it.
It will need to be a Part. You can remove material with Assembly features, but not add it. It can be a virtual Part if you want.
