Cannot setup vault on new machine

We are using SW PDM Standard and have several client machines that have been set up without issues recently. Our newest machine did not want to cooperate, however. When running the View Setup app, the error "The Archive Server could not open the Windows Registry" upon trying to select the PDM server from the list. That is, at the moment of placing a check-mark in the box by our PDM server, the error message came up.

I have tried all the solutions suggested here: "The Archive Server Could not open the Windows Registry" to no avail.

Any guidance would be much appreciated!
